Job Summary
The Civil Engineer SME will provide professional engineering and construction monitoring services for AFCENT TSG in Doha, Qatar. This role involves cradle-to-grave project support, including requirements assessment, planning, development, monitoring, and closeout of host nation-funded projects. The position requires strong technical expertise in civil/structural design, construction oversight, and compliance with U.S. and Host Nation codes.
This is a full-time role requiring a Bachelor’s degree in Civil Engineering, Secret clearance, and at least 4 years of relevant experience. Licensed Civil Engineers are preferred.
Key Responsibilities
As a Civil Engineer SME at GovCIO, your responsibilities will include:
- Reviewing preliminary, interim, and final project plans and specifications for technical adequacy.
- Monitoring Host Nation-funded projects related to construction, renovation, and infrastructure improvements.
- Ensuring compliance with laws, codes, and guidelines for civil/structural and utility systems.
- Interpreting and preparing calculations, drawings, layouts, and specifications.
- Overseeing conceptual studies and ensuring designs meet project objectives.
- Monitoring project phases, maintaining updated engineering data, and ensuring safety/constructability compliance.
- Coordinating with engineers, operations personnel, and U.S. Government entities (e.g., Safety, Security, Communications, Fire, and Medical).
- Conducting technical reviews of Host Nation investigative services (electrical, water, wastewater, HVAC).
- Reviewing as-built drawings and verifying design compliance.
- Supporting base master planning, community planning, and Site Master Plan updates.
- Ensuring accurate project tracking through Microsoft Project, AutoCAD, GIS, and engineering software.
- Representing AFCENT TSG in planning meetings, inspections, and technical discussions.
- Complying with health, safety, and environmental rules while adhering to DoD, Air Force, and AFCEC standards.
Required Qualifications & Skills
To succeed in this position, candidates should demonstrate:
- Bachelor’s degree in Civil Engineering (mandatory).
- Minimum of 4 years’ experience in civil/structural engineering.
- Secret security clearance (required).
- Proficiency in AutoCAD 2012 or later and the ability to produce accurate civil/site drawings.
- Strong knowledge of structural evaluations, site work design, and water/sewer utilities.
- Excellent written and verbal communication skills in English.
- Physical ability to deploy to CENTCOM AOR and travel up to four times per year between TSG sites.
